Server cannot start with "XXX was unexpected at this time" message in logs. (Doc ID 1638224.1)

Symptoms

"XXX was unexpected at this time." is seen in logs at Weblogic Server startup, and server does not start.

XXX can be any string sequence, the important part is "was unexpected at this time" message when server is starting up and the process is interrupted.
