Administrative Overrides Fail If Configured With A Null value (Doc ID 1638509.1)

Symptoms

The customer has pushed out an admin override to set a specific setting to zero, but the setting does not take affect.  The Administrative Override is configured with a blank/null value for the setting the customer wishes to set to zero.
