Oracle iPlanet Web Server Is Not Listening On The Configured Port Though The Log Shows It Starts Successfully

Symptoms
The web server is configured to listen at <IP ADDRESS> on port <PORT> and the errors log shows the web server is started up successfully. But when accessing the port <PORT>, the browser is getting "Unable to connect" error indicating the port is not listening. The "netstat -rn" output doesn't show the port of <PORT> is in LISTEN state either.
However, when accessing the web server on port <PORT>, the access log doesn't show this web server is being accessed, but instead the web server on port <PORT> is serving the request.
