Symptoms
You are generating the WLFullClient using the jarbuilder tool in the way described here. It is observed that the class weblogic.wsee.jaxws.spi.WLSProvider is missing in the WLFullClient. The class is missing but referenced in
wlfullclient-12.1.1.jar\META-INF\services\javax.xml.ws.spi.Provider
This leads to exceptions if you use the WLFullClient in a client application:
