FMW Discoverer Configuration Failing on Create Domain when using NFS for Staging as well as Install. (Doc ID 1639964.1)

Symptoms

Weblogic Server Version 10.3.6

Discoverer version 11.1.1.7.0  

When attempting to configure Discoverer, 11.1.1.7, the Creating Domain step fails with
the following errors.

The errors and files mentioned are not specific to the Discoverer product, but are more or less generic to Fusion Middleware.  Other FMW installs would face the same issues.
