Number of Connections Keeps Growing Even Past the Number Configured for Maximum Capacity in the Datasource; Leads to ORA-00020 Errors (Doc ID 1641032.1)

Symptoms

Even though WebCenter Content (WCC) shows very few active database connections, ORA-00020 errors are being received. When this happens, the database cannot be accessed by users, and also cannot be accessed through a tool like SQL Plus or SQL Developer.

Looking in the WebLogic Server (WLS) Admin Server console, the following is observed:

  1. Navigating to Services -> Data Sources -> CSDS datasource -> Connection Pool tab, the Maximum Capacity value is set to a certain number.
  2. Navigating to Environment -> Servers -> <UCM_Managed_Server> -> Monitoring, the Active Connections Current Count value is higher that the Maximum Capacity value from Step 1.
