ORA-28001 Error When Trying to Change an Expired Password on an 11g Database Using the 12c JDBC/OCI Client (Doc ID 1641064.1)

Symptoms

JDBC/OCI with instant client 12.1.0.1 is trying to use OCINEWPASSWORD to change expired password on a database version 11.2.0.x and failing with ORA-28001
Same test case works fine when using an instant client 11.2.0.x

 

For example, here the demonstration from <Note 1603900.1> using JDBC/OCI 12.1.0.1 and connecting to a database version 11.2.0.3.   In this example you can see that the attempt to change the password has failed.
