Unable To Generate Dependencies Between Primary Contents And Local Translations (Doc ID 1642083.1)

Goal

If a cached pagelet is displaying a primary asset because there is no local translation, and that pagelet gets cached, then when a local translation in subsequently generated that cached pagelet will not be flushed because there is no dependency to the newly created translated asset, as there indeed could not be since it was cached before the translation existed.
How can we generate a dependency between a primary asset and a new local translation?
