Slow WebLogic Startup On NFSv3 Shares

Symptoms
WebLogic Server is taking a long time to startup in Linux environments running NFS shares.
Following is the environment setup:
WebLogic 10.3.6 on Exalogic Linux Machine (Exalogic version 2.0.0.0.1).Sun JDK 1.7.0_04 (Java HotSpot(TM) 64-Bit Server VM) with Weblogic.
Issue symptoms:
- Managed server startup taking more than 2 hours.
- Plain J2EE and Admin Server start up taking more than 12 minutes.
- Below is the trace in thread dumps. Below we can see that there is file locking on the policy store.
