Symptoms
- WebCenter Content (WCC) 11.1.1.6 or greater
- Workflow notifications are not being sent out to users.
- Administration -> test email sends a test email as expected.
- Backed Up emails not moving until WCC server restart.
EXPECTED BEHAVIOR

It is expected that email notifications for new workflow items be sent out and processed in a timely manner
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Notice that email notifications are backing up
2. Restart the server
3. Notice that after the backed up emails are processed none appear to be processing
