SQL Developer Will Not Start (Doc ID 1643367.1)

Symptoms

SQL Developer will not start. 

For Example:

1. Download sqldeveloper-21.2.1.204.1703-x64.zip.
2. Extract the files to a separate folder.  
3. When double click on sqldeveloper.exe, nothing happens.

Right-mouse-clicking on sqldeveloper.exe and selecting "Run as Administrator" makes no difference.

Check the Task Manager for possible symptoms:

• Background Processes lists the sqldeveloper.exe, but 0% CPU usage. 
• There is a process for the first few seconds and then it disappears.

Older version starts and works without any problems or errors.

This is applicable to both Windows and Linux/UNIX.

Changes

 This is a new install of SQL Developer.
