How to troubleshoot communication issues between CIP agents, WebCenter Sites and the customer's repository (Doc ID 1643672.1)

Goal

When one attempts to initiate a CIP publish using the "cipcommander publish" command , the following errors can be found in the agentservices.log:

[CSAGENTSERVICES][ERROR] Failed to get file content, retrying #1
[CS][ERROR] com.fatwire.cs.core.http.HttpAccessException: org.apache.http.conn.HttpHostConnectException: Connection to http://<server name>:<port> refused
[org.apache.http.impl.client.DefaultHttpClient][INFO] I/O exception (java.net.NoRouteToHostException) caught when connecting to the target host: No route to host
