Import Assets with CSDT Get err=-7, "reason=No access allowed for requested action from RevisionTracking" (Doc ID 1643897.1)

Symptoms

In the management server, an asset type table has some assets that are not populated with FW_UID values. This prevented export / import of assets into different environments. While importing, CSDT is failing with resource not found. The import log show that import is checking for FW_UID for each imported asset. If the asset does not have the FW_UID, it will be auto generated, but after import finishes, the FW_UID is still missing.
