Increment Advisor will not Adjust Thread Count (Doc ID 1643940.1)

Symptoms

The Increment Advisor, which decides when to increase and decrease thread in self-tuning thread pool, sometimes behaves erroneously.

In some cases, you would see underutilized thread pool and the self-tuning thread pool does not have sufficient threads which could manage the workload at that point of time

In order to confirm this, browse to AdminConsole => <servername> => "Monitoring" TAB  and "Threads" SubTab and you could see most of the threads in STANDBY state and still number of pending requests exists.

Note : The above messages are <DEBUG> messages and will only point out to "Suspicious conditions being hit".

This is to further confirm the faulty behaviour "Increment Advisor"
