Errors WWC-00006 WWC-41417 and ORA-23421 on User Login After Upgrading OID from 10g to 11g (Doc ID 1644380.1)

Symptoms

After upgrading the OID (Oracle Internet Directory) associated with Oracle Portal 10.1.2.3, the following error is encountered by users attempting to log into Oracle Portal.

Error: Internal error (WWC-00006)
Unexpected error encountered in wwsec_app_priv.process_signon (User-Defined Exception) (WWC-41417)
Unexpected error encountered in wwsec_api_private.sync_local_user_profile (ORA-23421: job number 40 is not a job in the job queue
ORA-06512: at "SYS.DBMS_SYS_ERROR", line 86
ORA-06512: at "SYS.DBMS_IJOB", line 600
ORA-06512: at "SYS.DBMS_JOB", line 218
ORA-06512: at "PORTAL.WWSEC_PERS_ARU_TRG", line 44
ORA-04088: error during execution of trigger 'PORTAL.WWSEC_PERS_ARU_TRG') (WWC-41417)

  

In addition the Portal Schema is changing to a LOCKED state every 5 minutes.
