Symptoms
Users are getting none or only some of their assigned roles and accounts.
In 11g: This can occur when multiple LDAP providers are configured in the WebCenter Content domain.
To make this work the virtualize=true parameter must be set in the <WCC domain>/config/fmwconfig/jps-config.xml file.
In 12c: This can occur even if just one LDAP provider is being used.
