Oracle Portal Page Resets The Language To The Browser Setting After Logging In Using OAM (Doc ID 1644816.1)

Symptoms

Upgraded Oracle Single Sign-On to OAM for our Portal 11.1.1.6.0 environment.
After the upgrade, there is an issue with the language chosen on the Portal public page is reset to the language configured in the browser after logging in using OAM.  It is not maintain the language the user selects.
