Oracle Portal Page Resets The Language To The Browser Setting After Logging In Using OAM

Upgraded Oracle Single Sign-On to OAM for our Portal 18.104.22.168.0 environment.
After the upgrade we see an issue when the language chosen on the Portal public page is reset to the language configured in your browser after logging in using OAM. So it does not maintain the language the user selected.
