Unable to Bind Securely on <Host>:<Port> (Doc ID 1646071.1)

1) Directory server version :
2) Machine's OS hosting ldap server: Solaris 10

Problem Description
When attempting to set global password policy for instance (e.g. pwd-must-change-enabled) and other related commands, customer is unable to set the global password policy.
the following error occurs.

# /opt/dsee7/bin/dsconf set-server-prop -p 1389 pwd-must-change-enabled:on
Unable to bind securely on "localhost:1389".
The "set-server-prop" operation failed on "localhost:1389".
2.# /opt/dsee7/bin/dsconf get-server-prop -p 1389
Unable to bind securely on "localhost:1389".
The "get-server-prop" operation failed on "localhost:1389".

The issue can be reproduced at will with the above steps.
