In ODSEE 11g when attempting to set global password policy (e.g. pwd-must-change-enabled and other related commands) the command results in an error:

# /<DS_INSTALL>/dsee7/bin/dsconf set-server-prop -p <LDAP_PORT> pwd-must-change-enabled:on
Unable to bind securely on "<HOSTNAME>:<LDAP_PORT>".
The "set-server-prop" operation failed on "<HOSTNAME>:<LDAP_PORT>".

# /<DS_INSTALL>/dsee7/bin/dsconf get-server-prop -p <LDAP_PORT>
Unable to bind securely on "<HOSTNAME>:<LDAP_PORT>".
The "get-server-prop" operation failed on "<HOSTNAME>:<LDAP_PORT>".

The issue can be reproduced at will with the above steps.
