This problem was reported against SOA 11.1.1.7 with Weblogic Server (WLS) 10.3.6.0.5 (PSU5), but can equally apply to standalone WLS 10.3.6.0.5+ ( PSU 5+), i.e. PSU 5 or any later PSU.

Changes

A Weblogic Server Patch Set Update (PSU) was applied to the base 10.3.6 release. The issue is introduced with PSU 5 (WLS 10.3.6.0.5+)
