Blank Can't Be Set On Private Key PassPhrase (Doc ID 1662080.1)

Symptoms

If the pkcs#8 certificate without passphrase is used,  you set null passphrase
at "Private Key Passphrase" of SSL configuration in Admin Console,
But WebLogic Server can not start with the following errors.

 <BEA-000297> <Inconsistent security configuration, java.lang.NullPointerException>
 <BEA-090034> <Not listening for SSL, java.io.IOException.>
