In JDeveloper 11gR2 a DVT Component Shows Message "Fetching Data" All the Time

Symptoms
After upgrading an ADF application containing DVT components from 11.1.1.7.0 to 11.1.2.4.0 keeps on showing the message "fetching data..." on the screen even when the graph is already displayed. Also it is noticed that multiple request are kept on sending to the database for getting some new data. The issue happens on different browsers like IE10, Firefox and Chrome. Furthermore it is independent if the graph is used as Flash or as html5.
Changes
Upgrade to JDeveloper 11.1.2.4.0.
