Submit Information on a Task does not Route Task Back to Requestor (Doc ID 1664181.1)

Symptoms

When using the Submit Information action on a human task, the task does not get assigned back to the participant requesting information even if you select the "Route Directly Back To Me" option.  Instead the task goes to the next user in the approval chain.
