Deletion of previously created Network from EMOC as a non-root user fails with "Error: Failed to create job"

Symptoms
You have an Exalogic System running Exalogic Elastic Cloud Software (EECS) version 2.0.6.0.0 in a virtual configuration, where you have previously defined a Network under Enterprise Manager OpsCenter (EMOC) that you no longer need and now wish to delete via the EMOC Browser based User Interface (BUI). You have logged onto the EMOC BUI as a non-root user with appropriate privileges but when you initiate "Delete Network" no EMOC job is created and instead a dialog box "Error: Failed to create job" is displayed on the screen, as shown below:
With the EMOC log file (/var/opt/sun/xvm/logs/emoc.log) on the ExalogicControl vServer, the following log messages can be found for the time that the "Delete Network" operation was initiated from the BUI:
