OUI Fails with An INST-07407 Error When upgrading Forms & Reports from 11.1.2.1 to 11.1.2.2

Symptoms
When attempting to patch Forms and Reports from 11.1.2.1 to 11.1.2.2.0 it fails with the error message, "INST-07407 Unable to detect machine platform or JVM bits".
The install.log shows:

Forms and Reports 11.1.2.1 was installed with JDK 1.6 update 35 and then upgraded the JDK from 1.6 update 35 to JDK 1.7 update 51.
The new JDK 1.7 update 51 was installed in the different directory, and removed the old JDK path i.e 1.6 update 35, and updated all the files to reflect the new jdk 1.7 update 51. Everything is working as expected.
