Whole Page Scrolls to the Top When Resizing Columns of af:table on IE Browser (Doc ID 1666691.1)

Symptoms

An ADF application uses a table with user-sizeable columns. The table is at the bottom of the page, such that the user has to scroll down some way to see it.

Observed behaviour
With MS IE 8/9, when the user attempts to resize the columns, the whole page is immediately redrawn, positioned at the top, so the table is no longer visible. This is somewhat inconvenient for users.

Expected behaviour
Table column resizing should work when the table is at the bottom of the page with IE browsers, as it does with FireFox and Chrome.

The problem has been seen with ADF 11.1.1.6, but it is likely that all versions before 11.1.1.9 are affected.

Note that this problem has similarities with <bug 13092560>. However, the page re-positioning seen here is in addition to the unexpected scrollbar positioning seen in that bug. Applying <patch 16738352>, which contains a fix for <bug 13092560>, does not fix this current problem.
