Policy Validation Fail On Message Size With Error "java.lang.RuntimeException: Permission denied. open failed" (Doc ID 1667403.1)

Symptoms

An OAG policy has been defined for a SOAP request.

If the SOAP request is sent with an attachment that is less that 6MB, it is successful.
But if the SOAP request contains an attachment that greater than 6MB in size, it fails an error similar to the following:

Error:

Testing SOAP request contains message of size:
Message size : 1M
Attachment size : 6M
