Administrator User does not Have Access to Private Spaces (Doc ID 1667655.1)

Symptoms

Created a new user in OID. Assigned administrator role to the user.
The user is unable to see and manage pages of a private Space when the user is not added as a member to the Space.

Steps to Reproduce
==================
1. Create a new User
2. Make the user WebCenter Portal Administrator
3. Access the Space
Notice that the pages of the Space are not shown, instead it shows a limited Settings page.
