New Install of SQL Developer 4.0.1 Fails to Start with Unsupported JDK Version (Doc ID 1668144.1)

Symptoms

 New Install of SQL Developer 4.0.1 fails with the following error.

"Unsupported JDK version - Running this product is supported with a minimum Java version of 1.7 and a maximum version less than 1.8. Update SetJavaHome in C:\Program Files\Oracle\sqldeveloer4_0_1\sqldeveloper\bin\sqldeveloper.conf to point to another Java. This procut will not be supported, and may not run correctly if you proceed. Continue anyway ?"
