OUD Error When trying to Unlock User in OUD - Unable to Remove OrclIsEnabled Attribute (Doc ID 1668286.1)

Symptoms

It is not possible to remove the OrclIsEnabled attribute from Users that have been migrated to OUD (from OID/OVD). The error below is logged even though there has been no attempt to update or add attribute ds-pwp-account-disabled.:

[LDAP: error code 16 - LDAP Error 16 : [LDAP: error code 16 - Entry uid=blueeyez,ou=People,dc=example,dc=com cannot be modified because an attempt was made to remove one or more values from attribute ds-pwp-account-disabled but this attribute is not present in the entry]]

Note that this error does not occur when adding the OrclIsEnabled attribute to a user and then removing it.
