Goal
When WLS 10.3.x is installed without any FMW components, the OAM security providers (OAMIdentityAsserter and OAMAuthenticator) are not available in the provider listing when creating a new provider.
*This note does not apply to WLS 12c versions and will lead to problems if attempted. The last 11g version of WLS is 11.1.2.3.
