Symptoms
When attempting to apply any changes to WebCenter Portal Administration > General Settings, the following error occurs:

WCS#2014.04.22.15.21.09: Error occurred while saving Administration Changes
STEPS
The issue can be reproduced at will with the following steps:
- Connect to WebCenter Portal as an administrator user.
- Go to Administration -> General.
- Make any change to the settings and click Save.
This should return error.
