OAM Cluster State Shows Unknown/Pending In EM Console (Doc ID 1670772.1)

Symptoms

 Despite the status of the oam_cluster and oam servers as showing available in the Enterprise Manager console, the OAM entry under the Identity & Access Management shows as pending.  The OAM servers and cluster are working normally and there is no other symptom of a problem.
