Unable To Run Applications In JDeveloper With AnyConnect VPN

Symptoms
Unable to run any JDeveloper application while also being connected to the VPN using Cisco AnyConnect Secure Mobility Client. When attempting to run just a basic ADF application with one JSPX page containing a single OutputText component, the following error is seen:
Disconnecting from the VPN client allows all applications to run as expected.
Adding the java option as "AddVMOption -Djava.net.preferIPv4Stack=true" in the jdev.conf did not help.
The version of Cisco AnyConnect Secure Mobility Client I'm using is 3.1.05152. The version of JDeveloper is Studio Edition Version 10.1.3.5.0.4306.
