"The Service is Unavailable." or "Forum Not Accessible." Message is Displayed When Accessing Discussions or Announcements Task Flow. (Doc ID 1671624.1)

Symptoms

On WebCenter Portal/Spaces after users login to portal, when accessing a page which contains an Announcement Taskflow, the following error is shown in the Announcement Taskflow

"The service is unavailable."


In case of Discussions, the message is:

"Forum not accessible."



When the page is refreshed,  the Announcements  or Discussions is then displayed.


When the TRACE:32 logging level is turned on "oracle.webcenter.concurrent.Submission", the following is displayed in the diagnostic logs :
