Error initializing User/Role API : null

Goal

While attempting to access the OAMCONSOLE we are unable and see:

 

Caused by: oracle.security.am.common.jndi.ldap.PoolingException [Root exception is oracle.ucp.UniversalConnectionPoolException: Invalid life cycle state. Check the status of the Universal Connection Pool]


oracle.security.am.engines.common.identity.provider.exceptions.IdentityProviderException: OAMSSA-20007: Unable to connect to the User Store. User Store may not be initialized :

at oracle.security.am.engines.common.identity.provider.impl.IdentityProviderImpl.init(IdentityProviderImpl.java:273)
