WLS 10.3.5 With PSU3 Overload Protection Is Not Restarting Managed Server (Doc ID 1674530.1)

Symptoms

After installation of WebLogic PSU3 on 10.3.5.0 release (v10.3.5.0.3), overload protection is not restarting server.  

 

Steps to reproduce the issue :-

1. create weblogic domain with one managed server
2. setup overload protection for managed server
<auto-restart>true</auto-restart>
<auto-kill-if-failed>false</auto-kill-if-failed>
<restart-interval-seconds>3600</restart-interval-seconds>
<restart-max>10</restart-max>
<overload-protection>
<shared-capacity-for-work-managers>65536</shared-capacity-for-work-managers>
<panic-action>system-exit</panic-action>
<failure-action>force-shutdown</failure-action>
<server-failure-trigger>
<max-stuck-thread-time>60</max-stuck-thread-time>
<stuck-thread-count>10</stuck-thread-count>
</server-failure-trigger>
</overload-protection>
3. deploy a servlet that creates stuck threads on managed server
4. invoke the servlet to create the stuck threads
5. after about 3 min check the managed server state
