WCC 18.104.22.168 - Indexer Error: Unable to do Cleanup

The problem is occurring in three separate environments. Test, Dev, and Prod. All three environments are throwing the indexer error:
They all occur during a "Deleting metadata" phase in the Repository Manager when the Automatic Update Cycle is running.
The Database search engine is Metadata only. The config.cfg file has the entry SearchIndexerEngineName=DATABASE.METADATA
To reproduce the problem, we can make content changes in any environment and watch them get stuck in Work in Progress. We can also open the Repository Manager applet and see the "Indexer aborted 'date' 'time'. Unable to do cleanup." error to continue to repeat itself.
The Content Server trace logs are showing the error:
The database was recently upgraded from 220.127.116.11.0 to 18.104.22.168.0. This was done in each environment.
