Unable To View Any Data In Service Statistics Under Operational Management

OWSM 10.1.3.x (on OC4J).
Under Operational Management, Service Statistics, Overall Statistics or Security Statistics, reports are not returning any data.
No data at all is been seen (rather than, say, only the most recent data); the related graphics elements such as bar charts and pie charts are completely missing, or show up only as broken image icons.
The problem shows up regardless of browser or Flash plugin version.
