After Applying PSU For Weblogic Server Cannot Obtain New Version From OPatch or 'java weblogic.version' (Doc ID 1676652.1)

Symptoms

After applying a Patch Set Update (PSU) for Weblogic Server, 'java weblogic.version' command does not show the new version.

For example:

1. Apply the PSU for Weblogic 12.1.3.0.0
2. Run java weblogic.version.

The output shows weblogic version as 12.1.3.0.0 instead of 12.1.3.161018

The WebLogic Server logs also do not show the patch level.
