Symptoms
A subtree search on the root DSE can be lengthy if the number of changes in the external changelog is high.
Some applications need to perform this kind of search.
For instance, when ODSM tries to load the ACIs, it runs the following search:

[19/May/2014:17:14:53 +0200] SEARCH RES conn=<NN> op=2 msgID=3 result=0 nentries=7 etime=2226455
