OUD11g - Bad Performance of a Subtree Search on the Root DSE if the External Changelog is Enabled (Doc ID 1676998.1)

A subtree search on the root DSE can be lengthy if the number of changes in the external changelog is high.
Some applications need to perform this kind of search.
For instance, when ODSM tries to load the ACIs, it runs the following search:

[19/May/2014:16:37:47 +0200] SEARCH REQ conn=<NN> op=2 msgID=3 base="" scope=wholeSubtree filter="(aci=*)" attrs="aci,creatorsname,createtimestamp,modifiersname,modifytimestamp"
[19/May/2014:17:14:53 +0200] SEARCH RES conn=<NN> op=2 msgID=3 result=0 nentries=7 etime=2226455


The OUD external changelog is enabled.
