Pending messages in source bridge WebLogic destination

Symptoms
Consider the following scenario:
Domain A:
1 AdminServer, 1 JMS server (JMSServer-0), 2 JMS queues (Queue-0 and Queue-1) and 1 connection factory
Domain B:
1 AdminServer, 1 JMS Server (JMSServer-0), 1 JMS Queue (localQueue) and 1 connection factory.
1 JMS Bridge with source Queue-0 from domain A and target localQueue
Domain C
1 AdminServer, 1 JMS Server (JMSServer-0), 1 JMS Queue (localQueue) and 1 connection factory.
1 JMS Bridge with source Queue-1 from domain A and target localQueue
Reproducer Steps:
1. Start the servers in the domains
2. Messaging bridges in domain B and C are in active status and forwarding messages
3. In domain A admin console produce a message in Queue-0 and in Queue-1
4. One of the queue will show the message as pending and it will not be forwarded to the remote domain
5. No errors are seen in server log files
