After Creating a New OID Component, Users Added Via the Associated Ports Are Not Provisioned to EBusiness Suite (Doc ID 1677186.1)

Symptoms

Created a new oid component (eg oid_ssl1) in order to enable SSL.

Now, any users created in OID using the new component ports (both ssl and non-ssl) are not provisioned to EBusiness Suite.

The OID debug logs (orcldebugflag=1) show that the user is successfully created in OID.
The OID logs also show that the DIP server (odisrv) is polling the change log for entries successfully, and NO LDAP errors such as LDAP 50 Permission Denied is being received.

The DIP logs (wls_ods1-diagnostic.log) with server and profile trace does not show any ADD event being raised for the user by the OIDtoApps provisioning profile. No errors are shown.
