Links from JSR-286 Portlet do not Work in Internet Explorer 8 and 9 (Doc ID 1678292.1)

Symptoms

A default Oracle Policy Automation 10.4.4 JSR-286 portlet has been installed in accordance with the installation guide into a default WebCenter Portal 11.1.1.7.

After a successful installation when navigating to the portlet in WebCenter none of the links that are generated by Oracle Policy Automation are clickable.

These links work as expected in Chrome and Firefox but do not work in IE8 or IE9.

When the link is clicked in Internet Explorer then nothing happens. A request is sent to the server, but the return packet contains no information.

If the the F5 key is pressed while in IE, after clicking on a broken link, the browser will navigate to the page referred to by the broken link.
