OSB Cluster Domain Deployment Behavior when some Servers are Down or Experiencing Stuck Threads

Qn1: Are either of these the correct approach to deployment?
a. all servers are up (Admin and all managed servers)
b. just Admin and one manage servers up (other manage servers are down)
Qn2:2. When one or more managed servers is/are in warning state due to STUCK threads the deployment is taking time and it will eventually fail. Is this the expected behavior?
Qn3:3. After OSB deployment the task status will show partially activated because one OSB manage server is down as expected. After bringing up the managed server, the new deployments are not reflected. Is this expected?
