Goal

 While migrating a SOA 10g project to 11.1.1.7 with the Ant tool, the result is different from the migration performed via JDeveloper. Mainly, it does not contain the JDeveloper application and project.

Indeed, it is not expected that both Ant and JDeveloper migration should produce exactly the same results. However, both are functionally equivalent. This is explained in the following documentation:
