Symptoms

On SQL Developer 4.0 Version Installation Issues:

ACTUAL BEHAVIOR
---------------
Special characters used for Asian words/alphabet (like Kanji) are not displaying correctly in SQL Developer.  They are showing as rectangular box surrounding a "?"

EXPECTED BEHAVIOR
-----------------------
The proper character should be displayed.

STEPS

The issue can be reproduced at will with the following steps:
1. Try to display the character.
