Oracle Access Manager 11g R2PS2 (OAM 11.1.2.2): When Resetting EBS User Password Via "SSO Self-service Password Change", Error ADFC-02017 Is Returned. (Doc ID 1679266.1)

Goal

I followed <Note:1484024.1> section "6.1 Implement functionality for self-service password changes" to enable a user to change a password. After doing so a user, upon submitting the password change in the OIM self service console, is not redirected back to the EBS application. 

Instead the error  "ADFC-02017: The value for url cannot be null or empty"  is thrown.

Note the password does get reset properly and so the real issue is that the error needs to be prevented and the user brought back to the E-Business (EBS) application.
