UCP/FCF: SQLRECOVERABLEEXCEPTION AFTER FAILOVER

When using UCP 184.108.40.206.0 or 220.127.116.11.0 with RAC 18.104.22.168.0 server, FCF does not work. To observe the problem, either turn on UCP logging or obtain
FCF statistics after an injected outage. The log would show the received FAN event as invalid; and the statistics string would show no FCF processing has taken place.
UCP throws java.sql.SQLRecoverableException as follows:
The issue reproduces with both UCP 22.214.171.124 and 126.96.36.199.
The JDBC version is not relevant to to the reproducibility.
UCP 188.8.131.52 + JDBC 184.108.40.206 -> Y(reproduced)
UCP 220.127.116.11 + JDBC 18.104.22.168 -> Y
UCP 22.214.171.124 + JDBC 126.96.36.199 -> Y
UCP 188.8.131.52 + JDBC 184.108.40.206 -> N
target DB is 220.127.116.11 in all cases above.
