Drag And Drop Components not Working in IE 10

Symptoms
Custom Task Flow is added to a showDetailFrame on a custom Portal page.
When trying to drag and drop this component on the page to move it around then the whole page becomes white/blank.
When releasing the mouse then the page comes back correctly, but the component cannot be moved.
The problem only reproduces in Internet Explorer 10 (IE 10). It works fine in IE 9.
Steps to Reproduce
==================
1. Create a custom task flow with a Content Presenter task flow added to the page fragment
2. Add the custom task flow to a custom Portal page inside a showDetailFrame component
3. Try to drag-and-drop the task flow in IE 10 to move the task flow around and notice the issue.
