Getting 400 Errors On Oracle iPlanet Web Server With SiteMinder Plugin Configured (Doc ID 1680199.1)

Symptoms

There is an iPlanet web server with reverse proxy configured serving as front end. It also has SiteMinder plugin installed to perform user authentication.  There is another iPlanet web server configured as backend to serve Siebel content.  Users experience 400 errors when accessing the Siebel content via the front end web server.
